Pilots having an Instrument Rating need to maintain currency to act as pilot in command under IFR. This requirement can be satisfied by flying under simulated instrument conditions. FAR 91.109 states that no person may operate an aircraft in simulated instrument flight unless the other control seat is occupied by a Safety Pilot. The service is offered commission fee in an effort to promote pilot proficiency.
